I don't think so - The permissions may have not been correct for custom avatars and other custom pictures, and I've fixed that.

I don't see any options in the CP. If I use the links in the FAQ there's links to both editing avatar and profile pic. Profile pic says insufficient permission. Avatar edit gives only the choice not to use one.
